NICE

The National Disease Registration Service (NDRS) and the National Institute for Health and Care Excellence (NICE) have established a partnership focused on routinely collected data to support NICE decision making on the appraisals of cancer treatments.

Purpose

The partnership uses NDRS datasets, including the information submitted by trusts to the Systemic Anti-Cancer Therapy (SACT) dataset, to provide an understanding of current practice. NICE committees can substantially benefit from additional demographic and survival information on current treatments, increasing their understanding of the current disease burden and the real-world performance of existing treatments.

NICE technology appraisals (TAs) review evidence on new health technologies, assess their clinical and cost-effectiveness, and provide guidance and recommendations for their use within the NHS.

The cost-effectiveness threshold NICE uses for TAs partly depends on the severity of the condition being evaluated. Conditions associated with greater reductions in quality-adjusted life years (QALYs) may be assessed with different thresholds to ensure that treatments for more severe conditions are appropriately prioritised.

To determine a severity modifier, NICE considers factors such as the age, gender, and overall survival of the patient cohort affected by the disease. Additionally, knowing the time-on-treatment for each therapy is useful, as it validates assumptions made in TA evaluations about the duration of treatment use.

This partnership is focused on producing age, gender, survival and time-on-treatment information using NDRS data. We aim to standardise the information requested and have these details routinely produced and made available to the TA committees.

By providing this information to NICE’s TA process, we can reduce the uncertainty that committees face when making conclusions. This information will ultimately contribute to better cost-effectiveness evaluations and improved treatment access
