This is the summary of results from the 2024 and 2025 Digital Maturity Assessments (DMA), an annual self-assessment for all ICBs and NHS trusts in England against the What Good Looks Like (WGLL) framework.

Foreword

In his investigation into the NHS in 2024, Lord Darzi said that the "NHS is in the foothills of digital transformation" and that digital maturity lagged other industries. As we close this gap, we are taking steps to accelerate digital progress and position the NHS as a leader in technology-enabled care. These steps are evident in the government’s 10 Year Health Plan for England and the last spending review, showing that, together with the government, we are committed to delivering a technology-enabled health service fit for the future. 

The NHS Digital Maturity Assessment (DMA) is a key step and provides a comprehensive view of how NHS organisations are progressing on their digital transformation journeys. Now in its third year, the DMA has evolved into a robust tool aligned with the What Good Looks Like (WGLL) framework for digital transformation. It offers a national baseline for digitisation, helping to identify areas of strength and where further support is needed.

I would like to thank all our colleagues across the NHS for their time on the DMA and enabling us to have a 100% response rate making this the comprehensive resource it is.

The publication of these results reflects our commitment to transparency, accountability, and continuous improvement. The data will support NHS organisations, commissioners, and partners in planning and prioritising digital investments and capability building.

The DMA is not a ranking or a judgement; it is a guide. It highlights variation, celebrates progress, and provides a foundation for collaboration, particularly with those who excel in specific areas. In the future, it will continue to evolve as a leading metric for digital transformation. This includes measuring productivity, highlighting areas of improvement and opportunities to strengthen digital capabilities. The DMA will be an important reference point as we continue to shift from analogue to digital and deliver on the 10-Year Health Plan for England.
