Background changes

Groundwork for the AWS Rekognition Journey which will improve the experience of users during facial recognition journey.

This release is primarily a technical improvement and maintenance release focused on platform resilience, operational efficiency, security hardening, and preparation for future NHS login enhancements. No significant user-facing functionality changes are expected.
