Supplier Conformance Assessment List (SCAL)
Find out how to get assured to use NHS digital services via the SCAL process.
What is the SCAL?
The Supplier Conformance Assessment List (SCAL) is a document-based assurance process used by NHS England to assess whether a product and its supplier organisation meet the necessary standards to integrate with NHS digital services.
It is an alternative to the Digital Onboarding Service (DOS), which is the primary online assurance route
For reference, you can download an example SCAL assessment Excel document.
Who is it for?
The SCAL is designed for:
-
third-party software developers onboarding commercial products
-
end user organisations (EUOs) developing products for in-house use
Benefits of the SCAL process
The SCAL offers a structured, transparent way to demonstrate compliance with NHS standards. It is especially useful for suppliers who:
-
require a tailored assurance process
-
are onboarding complex or multi-service products
-
prefer document-based workflows over online portals
How the SCAL process works
The SCAL process involves completing a structured Excel document that captures declarations and evidence across:
-
technical conformance
-
clinical safety
-
information governance and security (the data security and protection toolkit)
-
organisational and business process risks
Each SCAL includes:
-
a supplier and product information tab
-
one or more service-specific tabs for each NHS England API or service your product connects to
You need to complete one SCAL for each individual product, regardless of how many NHS services or APIs it connects to.
Read our SCAL user guide for more information about how to complete the process.
