The COVER (Cover of Vaccination Evaluated Rapidly) surveillance scheme evaluates the childhood immunisation programme in England
The scheme evaluates the childhood immunisation programme for children aged one, two and five years of age. General Practice and local authority level vaccine coverage data is submitted quarterly and annually to the NHS England (Digital) Strategic Data Collection Service (SDCS).

What's Changed
The Joint Committee on Vaccination and Immunisation (JCVI) is an expert scientific advisory committee, which advises the UK government on vaccination and immunisation matters. As a result of the changes to the national immunisation schedule, the JCVI support the collection of the following additional data items.
- For babies born from 1 July 2024, an additional fourth dose of Hib-containing multivalent vaccine at 24 months and 5 years to reflect the addition of any extra dose given at 18 months of age.
- For babies born from 1 July 2024, an additional fifth dose of diphtheria, pertussis, tetanus and polio containing vaccine at 5 years to reflect the addition of any extra dose given at 18 months of age;
- An additional second dose of MMR vaccine at 24 months to reflect that the timing has been brought forwards from 3 years 4 months to 18 months of age;
- An additional one dose varicella-containing vaccine at 24 months and 5 years to reflect the plan to replace MMR with the MMRV (measles mumps rubella varicella);
- An additional two dose varicella-containing vaccine at 24 months and 5 years to reflect the plan to replace MMR with the MMRV (measles mumps rubella varicella);
- The general definition of DTaPIPVHibHepB will be amended to remove outdated vaccine components - for example, oral polio vaccine (OPV).
| Scope |
Local Child Health Information Services (CHISs) are the source of the vaccine coverage data collected through the COVER programme. These systems will already hold the information. This proposal will require the CHIS system suppliers to modify their COVER extraction/reporting mechanisms to include the new fields. Data providers (CHIS staff) will continue to submit via the NHS Digital Strategic Data Collection Service (SDCS) portal using a single data collection template, therefore NHS England (Digital) will need to modify the submission template to capture the new data fields. |
