An ELEMENT to represent the minimum and maximum number of repeat prescriptions that can be issued without seeing a doctor.
This is based on the notion that a prescription for a regularly needed medicine has been prescribed before and can be renewed
without the doctor having to see the patient.
NOTE: The number of repeat prescriptions remaining is inferred by calculating the number of instances of the medication activity
created against the maximum number of repeat prescriptions permissible.
