A constrained ELEMENT to represent a generic procedure when it is not known explicitly what kind of procedure this is. This
ELEMENT may be used to model any other sort of procedure except an investigation procedure or a medication related procedure
activity. It includes new and relevant therapeutic operations and procedures, including any complications and adverse events
arising during the procedure. However, when the procedure type is explicitly known and a specific ELEMENT exists for the purpose
of representing that procedure type then that ELEMENT shall be used to represent the procedure.
The procedure represented by this ELEMENT may have been completed, be in progress, or be intended to be performed.
